Some weird stuff here. Why the halo? And the wings look like angel wings, not fairy. I like the concept - the crossed arms, and the dress. Not sure what she's standing in though.
With a few changes this could be incredible. Right now it reminds me of a fairy who has been up all night drinking and playing poker. But a bit of touch up work could make it special.
