This tattoo is 13 years old, it was my first when I turned 18 and is located on the top of my breast. It is in memorial of someone that passed away, but I know that it needs some work. Should I just have it re-done or something more done to it?

It was done in another state then the one I live in so I can not go back to the shop and I am sure an artist here can do a better job at it. I would really hate to cover it up since it has a lot of meaning behind it. Any suggestions?
