This is a latin saying "Qui timens vivet liber non erit umquam" which translates as "he who lives in fear will never be free" hurt like you wouldn't believe and was done at vision skin strathpine, QLD, Australia by Ben Rigby. Who is Warren Rigby's son and last apprentice.
