another reason is, real artists refuse to do them. So most are done by scrathers and people who have no idea what they are doing.

I wish tattoo artists like this one would realize their limits, and stay away from portraits until they are ready. This is a horrible portrait, and shows lack of respect to the customer, by doing work you aren't ready or skilled enough to do on them.
